Spill Prevention Control and Countermeasures Plan

The EPA, through the Clean Water Act, establishes the Spill Prevention Control and Countermeasure (SPCC) rules designed to prevent or contain the discharge of oil into waterways.  The rules apply to facilities that store or use oil (as defined by the EPA) over certain threshold quantities that pose a threat to waterways in the event of a spill. 

Wright State University exceeds the threshold quantities based on campus oil storage and use in underground and above ground storage tanks, hydraulic elevators, transformers, emergency generators, and miscellaneous container storage.  The rule requires covered facilities to develop and implement a written SPCC Plan that contains measures to prevent and control oil spills, including those resulting from human operational error or equipment failures. 

EHS has developed the university’s SPCC plan and works with those departments who have activities that are covered under the plan.
