Minutes of the June 20, 2007 Meeting

of the

Wright State University Retirees Association Board of Directors

Present:  Leone Low, Marlene Bireley, Gerry Petrak, Lou Falkner, Carol Stevenson, Peggy Bott, Gary Barlow, Ken Davenport, Lew Shupe, Alice Swinger, James Kane, June Ovington, James Uphoff, Chuck Willis, Joanne Risacher, John Ray

Chuck Willis, outgoing president, presided.  Marlene Bireley moved that the election results be received, Gerry Petrak seconded.  Unanimous approval.  It was moved by Lou Falkner that Gerry continue as Membership Chair and that June Ovington continue as Sunshine Chair, seconded by Marlene.  Unanimous approval.  The minutes of the previous meeting were approved.  New members Carol Stevenson and Peggy Bott were introduced.

Lou Falkner reported for treasurer Nick Davis that the university fund contained $678.45 and that the dues fund contained $7468.12 because of the increase in membership.

Communications coordinator and Extension editor Marlene Bireley requested materials for the next Extension by August 1.

John Ray, Bylaws and Elections co-chair, reported that the elections were complete.

Historical Preservation chair Lew Shupe reported that the oral interviews are going quite well, and a group interview is being considered.  Interviews with Marc Low and Al Smith have been completed.  Bob Wagley's interview of Bob Dolphin had background noise.  Bill and Cynthia King and John and Mirka ray will be interviewed in the future.  Nick Piediscalzi is willing to be interviewed. Carl Becker and Joyce Mouse were suggested as future interview subjects.  The new librarian in charge of the oral history project has a more flexible approach than the former person.

Lou falkner, OCHER representative, said that HB 151 required that the retirement systems divest all interests in companies doing business in Iran and Sudan.  STRS opposed this because doing so would violate their fiduciary duty.  However, slow divestiture is being considered.  HB 152 would allow all those covered by the state retirement systems opt for a defined contribution plan. It is estimated that the systems would lose 15,000 active contributors and result in potential cash flow problems.  Those requesting the option would not have disability or survivor benefits, or retiree health care.  The current health care future funding problems continue.

June Ovington reported that she will assist Gerry with the picnic arrangements and the drawing for the plants.  Of the 90 invited anniversary retirees, 63 accepted.

Joanne Risacher said that the year's activities are being planned.  Some of the events being considered are attending a theater performance with pizza or a dinner afterwards, a Sunday brunch in January, attendance at a basketball game, Dayton Art Institute and other suggestions.  Some of those in the meeting suggested another luncheon with one or both basketball coaches, another wine, cheese and poetry evening, visits to a Cincinnati Reds game, the Underground Railroad Museum, a Cincinnati Garden event,  the Cincinnati Art Museum, and a racetrack.

Chuck Willis reported for Barbara Eakins-Reed that a scholarship recipient had been chosen.  An announcement will be made when the university releases such information.

Ken Davenport announced that his real estate business makes it necessary for him to resign as Athletic Council representative.  The bylaws are being revised to restructure membership terms.  This will allow more continuity.

Old business

Lou Shupe reported that the library is planning a "Blast from the Past" from  7 to 9 pm on October 20 as part of the 40th Anniversary Celebration.  They will have photo exhibits, etc., celebrating each decade.  The retirees will invite members to dessert and coffee from 6 to 7 pm.  The presidential plaque will be dedicated.  Leone Low moved, June Ovington seconded the motion that up to $1000 be spent for the event.

Minutes of the April 4, 2007 Meeting

Liz Harden moved, Marlene Bireley seconded, that the minutes of the March 7 meeting be approved. Passed.
Officers Reports
President Chuck Willis reported that an invitation would be forthcoming for the May 2 luncheon meeting with the President. Extension Editor Marlene Bireley was congratulated on the excellent new issue of The Extension.
President-elect Bob Wagley stated that his WSU List Serve request for assistance on a project had 7 offers of help. He recommended its use.
Nick Davis reported that the University Account contained $3438.71. The major expense is Lauren's salary. She is no longer a work-study student. The Dues Account report needs to be clarified. It is over $5000. More people are joining WSURA.
Communications Coordinator Marlene Bireley reported that two retirees reported name changes due to marriage. The Directory will be corrected. The Treasurer's list and the Directory will be coordinated. She asked for material for the next Extension.
Committee Reports
Judy Rose revealed that Jim Uphoff is the candidate for WSURA President-elect. Leone Low will run for re-election as Secretary. Board Candidates are Peggy Bott, Elizabeth Harden, Gerry Petrak, and Carol Stevenson.
Lou Falkner said that the STRS report to OCHER was similar to the one in the recent STRS Newsletter. The relationship between ORTA and OCHER was discussed. Work is being done to increase Ohio school's contributions to the Health Care Fund. The STRS Health Care Fund was recently reimbursed $66 million for past Medco overcharges.
Gerry Petrak announced that Nancy Robinson would talk on Estate Planning today from 12:30 to 1:30 today in the Student Union.
The Activities Committee continues to be active. However, there will be no Musical Workshop this spring and the Second Gourmet Dinner was cancelled due to a death in the family of the hosts. The Third Gourmet Dinner has a Cajun theme. The Wine, Cheese, and Poetry event will be held May 8 at the home of the Listermans.
Barbara reported no change in Scholarship Committee Business.
The Athletic Council Reported that scholarship funds awarded to outstanding players in television games would go to the Universities General Scholarship Fund.

Old Business:
Lew Shupe is serving on the 40th Anniversary committee. He says that there will be a dinner for all celebrants. WSURA will hold a reception for retirees before the dinner. A flyer announcing this will be circulated at the Annual Picnic. The Picnic will be June 20 from 11 to 2. The WSURA Annual Membership Meeting will be at 10 AM.
There was an excellent article in the Dayton Daily News about the Creative Arts Fund Gala. $163,000 was raised for scholarships.

Minutes of the March 7, 2007 Meeting

Because the President and the Vice President were not present, Communications Coordinator and Extension Editor Marlene Bireley presided.  She reported that the WSURA Directory is at the printer.  She reported that Lew Shupe's Historical Preservation Committee is interviewing Al Smith and the Kings.  She also reported for the Sunshine Committee that three members are deceased.  They are Dorothy Smith, Associate in Music and Jerry Savells of Sociology.  Also Rosie Sheets former WSURA Secretary and retiree from the Registrar's office.  Bob Wagley and Marlene both had surgery.
Nick Davis told us to expect a report on the coming March OCHER meeting in April.
Gerry Petrak reported on the Membership Development Committee.  She hopes to contact some of the new retirees at the Annual Picnic in June.
Abe Bassett handed out an Activity Schedule for the Winter and Spring Quarters.  The number of attendees at earlier events ranged from 13 to 24.  We might also want to contact OSURA for a schedule of their trips.  We may go on these on a space available basis.
Barbara Eakins-Reed reported that there will be adequate funds for next year's scholarship.  We will have $1013 which is the 5% earnings on the Endowment. 
Judy Rose is contacting potential candidates for the spring election.
Ken Davenport reported that the Wright State Basketball team won the Horizon League Championship and Tournament and will participate in the NCAA tournament.  They had a bid to the NIT otherwise.  The Softball team had a 3-9 record, and the Baseball team's record was 2-4 at the date of the report.  The Men's Swim team won the League title and the Women's team placed third.
Old Business
The cost for the WSURA Presidents' Plaque, including engraving, was $235.  This was less than the budgeted amount.
New Business and Announcements
An October Luncheon or Reception in October for retirees during the WSU 40th Anniversary Celebration was discussed.
There has been a request for the Mailing List by the UD Senior Program.
The ticket cost for the March 31 Liberal Arts Gala is $150.  Some active faculty may buy tickets for $75.
The Meeting was Adjourned.
President Willis has since announced that the annual luncheon with the WSU president will follow the May 2 meeting.

Minutes of the December 6, 2006 Meeting

There was a clarification of the minutes of the previous meeting.
 
Officers’ and Committee Reports:
President’s Report:  Chuck Willis announced that the meetings would return to the large Liberal Arts conference room for the rest of the year.  He commended the work of the Activities Committee, The Extension, and Gerry’s aggressive work on Membership Development.
President Elect’s Report:  Bob Wagley has inquired about the status of the Retirees participation in the 40th Anniversary Celebration and has offered WSURA’s services.  He asked whether he should find out if domestic partner’s benefits for current staff, if any, are extended to retirees.  He will check with Rich Johnson about how to identify such persons without breaking applicable privacy laws.
Treasurer Nick Davis reported that the letters to non member retirees had resulted in a substantial number of new memberships.  This swelled the Dues Fund to $5407.23.  The University Fund amount is $6971.75.
Bylaws and Election Committee Chair Judy Rose said that she needed candidates in order to prepare the spring election ballot.  A discussion about possible candidates and ways to attract candidates followed.  People very seldom volunteer.  A board member asked how can we get across to potential candidates that it is the board members who have the most fun?
Historical Preservation Chair Lew Shupe sent a written report via Marlene Bireley.  She said that he is working on photos for www.libraries.wright.edu for the 40th Anniversary.  All the oral interviews are now on disc.
OCHER Committee Co-chairs Lou Falkner and Nick Davis reported on the November meeting.  It was revealed that 27% of the State of Ohio budget goes to Medicaid.  The State spends $20,000+ per prisoner and only $4000 per University student.  The remainder of the session was a discussion on the retiree Health Care costs of the retirement systems.
Membership Development Chair Gerry Petrak distributed an extensive written report on the activities of her committee.  Discussion followed.
Activities Committee Co-chair Abe Bassett said that there were 13 attendees at the most recent Gourmet Dinner.  There is some discussion about changing the name and perhaps the day of the events from Thursday to Friday or Saturday.  The next dinner will be hosted by the Carusones in March.  The Play Reading requires a script (cost $7).  The schedule of WSURA Activities is posted on the WSURA web site.  Information about other events of interest should be sent to Lauren  for posting on the web site. 
The Friends of the Library report said that the DoD is no longer funding the Cold War Project.  The staff is working on the 40th Anniversary Celebration.
Athletic Council Liaison Ken Davenport gave a report on the November 17 meeting of the Athletic Council.  Mike Cusack presented the council with the Department’s Strategic Plan.  The Women’s Soccer coach Pat Ferguson said that the team‘s record was 12-3-4 and was ranked #2 in the state behind Ohio State.
Old Business:
Marlene Bireley moved and Gerry Petrak seconded the motion that Up to $250 be spent for a plaque honoring WSURA presidents.  Passed.

Minutes of the November 1, 2006 Meeting

OFFICERS' REPORTS
President Chuck Willis reported that the annual picnic will be Wednesday, June 20 from 11 to 2.  WSURA has been asked to participate in the inauguration.
Vice President/President Elect Bob Wagley met to ascertain the procedure for retirees to purchase discounted hardware and software through the University.  He was told that in the future no one would get a discount.  However, one may sign up as a student and get a student discount this year.  One may serve as a teaching tool for the Medical School by signing up for a physical exam by contacting Melanie Miller at 775-2910.
Secretary Leone Low thanked Marlene Bireley for taking the first part of the October 4 minutes.
Treasurer Nick Davis presented the lists of Life and Annual members.  There was also a list of deceased members.  A few corrections were suggested.  Abe Bassett suggested an annual mailing to ask for address updates.  There will be a list of "missing" retirees in the next Extension mailing that goes to all retirees.
COMMITTEE REPORTS
Bylaws and Elections Chair Judy Rose initiated a discussion of ways to get new Board members.  It was suggested that ALL current Board members be actively looking for new members.
Lou Falkner reported that the next OCHER meeting will be November 8 and that a report on it will be given at the next Board meeting.
Sunshine Committee June Ovington asked for the names of deceased or ill WSURA members.
Gerry Petrak gave an extensive report on Membership Development activities.  The special sessions for prospective retirees were well attended.  The second section consisted of PERS members only.  Twenty-nine packets were distributed and some have been sent to others who requested them.  Nancy Robinson, attorney, has been scheduled to speak April 4 on Financial Planning in Student Union E163.  Dave Block will speak 12:30 PM, April 11 on Understanding Long Term Care Insurance.  Gerry attended the national meeting in Arizona.  She attended talks on selling the organization to the University, Start Up and Active Retiree Organizations, Developing and Maintaining the organization, Types of Organizations.  Of particular interest was a talk by Gene Cohen of George Washington University.  He claimed that sometimes the brain improves with aging because the left brain and the right brain functions become more balanced.
Activities Committee Co-Chair Abe Bassett reported that the turnout for the DAI Rembrandt Exhibit and lunch following the tour was good.  There were eight or nine persons at the Lunch with Brad Brownell talk.  Seven persons went to the casino.  Activities during the rest of this quarter will begin with 37 persons attending a WSU performance of Grease (followed by pizza with the cast) on November 5.  A play reading of To Kill a Mockingbird at Liz Harden's will be scheduled.  The final RSVPs for Gourmet I are due.  The Gourmet dinners were mentioned in the WSU "Dialogue" publication.
Barbara Eakins Reed reported that the Scholarship funds contained $650 in the spendable portion and $23341 in the endowment.

Ken Davenport reported on the October 27 meeting of the Athletic Council. The 40th Anniversary committee is planning to honor former athletes. The web site address is www.wsuraiders.com.

NEW BUSINESS
Leone Low asked if there was income from the WSURA dues fund that could be given to the Scholarship funds. Treasurer Nick Davis reported that there is no income on these University Accounts.

Minutes of the October 4, 2006 Meeting

President Chuck Willis presided.  The Minutes of the previous meeting were approved.
Vice President/President Elect Bob Wagley said that Bill Richert is requesting a meeting to discuss the availability of software purchase discounts for retirees.  Chuck Willis, Lou Falkner, and Nick Davis volunteered to go to this meeting with Bob.
Treasurer Nick Davis reported that the two WSURA accounts contained $8199.71 and $5415.67 in available funds.  He also presented an updated version of the life and annual membership lists as well as a deceased member list.  A 7 PM October 26 meeting in the Millett Hall Atrium was announced.  Former ILR presenter Liam Anderson will speak on “Perils of Nation Building in Iraq.”
Marlene reported that she and Lauren are beginning to work on the directory update.  Most of the material for the next Extension is planned.   The last time that material can be presented is the November Board meeting.
Gerry and Bob handed out a Summary of the Membership Development Committee Meeting and the benefits of membership.  Some planned future programs include Long Term Care, Financial Planning, Pensions, etc.  Also in the planning stage are coordination with ORTA, PERI, etc., and membership recruitment of the projected 25 retirees in 2007.
Lou Falkner reported that OCHER met in September.  STRS wants the legislature to mandate an additional contribution to the STRS Healthcare Stabilization Fund.  OPERS funds are more stable.
Activities Committee Report: The WSURA web site lists events that might be of interest to retirees in addition to the regularly scheduled WSURA activities.  Persons attending the Gourmet Dinners could consider carpooling because of limited parking at some of the sites.
Liz Harden reported that Friends of the Library dues had not changed since 2000.  There are problems with theft of books and parking.  As an example of WSURA membership interest in the library, she has made a $10,000 commitment to the Legacy Fund.  $2500 has already been spent.  She requested that other members might suggest books to be purchased.
Ken Davenport reported that Mike Sincoff, Business, is the new chair of the Athletic Council.  Sylvia Kamp, new cross country and women’s track coach was introduced.  The student athletes overall GPA was 3.04.  There is a new policy on pregnancy.
NEW BUSINESS 
Marlene moved that the Annual Holiday Open House be discontinued.  The University schedule change resulted in greatly decreased attendance the last few years.  Seconded, passed.

The Minutes of the August meeting were approved.
 
OFFICERS’ REPORTS
 
President Chuck Willis asked for immediate approval of the appointment of June Ovington as Chair of the Sunshine Committee.  Approved.  Parking Materials for the current academic year are available.  The Athletic Council has not met recently.  The updated WSURA web site is a great improvement.
President-Elect Bob Wagley stated that there is no current progress in reinstating emeritus faculty to the list to receive software that is available to the University community.  Letters are being sent to the faculty and staff informing them that the Gourmet Dinners are available to those with WSURA Associate Membership.
Secretary Leone Low plans to write a short article for the Extension on the highlights of her August trip to Peru.
Treasurer Nick Davis said that the University had not yet released the current financial report.  His letter to all retirees resulted in sixteen new Life Members and forty two new Annual Members.  He circulated current lists of Life and Annual Members and requested updates and corrections.  He received several.  He would like to obtain the E-mail addresses of all members.  All members could be informed of new “off the schedule” events and volunteer opportunities in a more timely manner.
Communications Coordinator and Extension Editor Marlene Bireley reported that the fall issue was sent to the printer a week ago.  She plans to include a listing of all members in the next issue.
 
COMMITTEE REPORTS
 
Bylaws and Elections Chair Judy Rose asked for suggestions on getting Board nominees for the spring election.
Marlene Bireley reported that Historical Preservation Chair Lew Shupe’s current project is to obtain interviews with the original Dayton Campus faculty.
OCHER Chairs Lou Falkner and Nick Davis said that they would have a report on the September 19 meeting on October 4.
Membership Development (Service) Chair Gerry Petrak plans to attend the October  meeting of the Association of Retirement Organizations in Higher Education in Tempe, Arizona at Arizona State University.  The President requested that the organization approve up to $75 for registration.  Approved.  There are approximately 25 new retirees in 2005-2006.  There may be many more next year.  Retired staff members can have Wright.edu E-mail addresses.  The October 25 meeting in conjunction with the Health Fair should be listed on the WSU List Serve.  The times for the seminars/meetings are 11-12 and 12-1 PM.  See the attachment.  Copies of the WSURA Benefits Brochure should be available.
Activities Committee Chair Abe Bassett revealed that thirty five members had signed up to attend the WSU play and pizza party.  There is a list of activities on the web site.  Included on the list are the September 19 meeting with WSU Basketball Coach Brad Brownell, the Rembrandt Exhibit tour on Sunday October 8, and the October 24 all day Foliage Tour and trip to the Grand Casino.
Scholarship Committee Chair Barbara Eakins-Reed reported that the next Extension would include an article about the 2006 WSURA Scholarship recipient.
 
REPORTS AND NEW BUSINESS
 
There will be a speaker at the next Friends of the Library meeting.
 
Abe Bassett suggested that ‘double postcards’ be sent to members whose E-mail addresses that we don’t have.  He volunteered to do it, but thought that the organization should supply the cards.  Judy Rose moved that WSURA spend up to $75 for the postcards.  Marlene seconded.  Motion passed.
Marlene plans to add the updated information to the new WSURA Directory.  Calls to persons who do not return the pre-addressed postage cards may be necessary.

Minutes of the August 2, 2006 Meeting

OFFICERS’ REPORTS
 
WSURA President Chuck Willis announced the resignation of WSU President Goldenberg and the appointment of David Hopkins as the new WSU president. 
The WSURA Board will meet in the other Liberal Arts conference room in September, October, and December.  It is on the left side of LA Dean’s reception desk.
Treasurer Nick Davis reported that the University account balance was $8814.33 and that the Retirees Account contained $5248.93.  The increase in the latter was caused by an increase in the purchase of WSURA Life Memberships.
Secretary Leone Low requested any new E-mail addresses and received the following:

Communications Coordinator and Extension Editor Marlene Bireley revealed that the next issue will contain photos from the picnic, Paul Wolfe’s article, the WSURA President’s letter, the scholarship award article, the election results, 40th Anniversary Activities, and web site information.
 
COMMITTEE REPORTS
 
Judy Rose reported that the spring election resulted in the reelection of John Ray and Abe Bassett to two-year terms.  She said that we should try to add some new members to the board.  (Note:  Progress has subsequently been made in this area.)
Lou Falkner said that the Columbus OCHER members are following the 2007 Health Insurance inputs and decisions.  Health Insurance costs will rise if there are no added funds for the Health Care Funds.  PERS and STRS are studying the effects of Medicare Part D on the systems.
A new appointment to the Sunshine Committee is pending.  In the interim, Gerry Petrak reported that sympathy cards were sent to the families of Bob O’Connell and Kimmerly Kiser.  A get well card was sent to Carol Kantor.  A plant was sent to former WSURA Secretary Rosie Sheets.
Gerry also reported for the Service Committee.  A speaker from PERS and/or STRS may be available for a short time during the WSU Health Fair October 25 (10 AM-2 PM).  A future speaker on the topic Financial Analysis is being sought.
The Activities Committee Chairs circulated the 2007 WSURA Activity Schedule.  More activities are scheduled in response to the increased participation.  Abe Bassett moved and Joanne Risacher seconded the motion that refreshments for activities may be reimbursed up to $50 when appropriate, excluding Gourmet Dinners.  Motion Passed.
Barbara Eakins Reed announced that Erika Douglas will be the WSURA Scholarship Recipient.
 
OLD BUSINESS
 
Elizabeth Harden brought the Ankeny Catalogue to the meeting.  It showed a selection of plaques that are suitable for the WSURA Office.  One will be chosen soon.
Vice President Bob Wagley reported that retirees are excluded from the current University Software contracts.  There has been no reply to inquiries unless Past President James Kane has received one.  Bob is also working with the Red Cross on CPR and other emergency procedures demonstrations.  He requested a volunteer liaison for the International Education Group.  Gerry volunteered.  The Student Move In Friday, September 1 needs desk workers.  People are also needed in the Information Booth the first week of class.

The STRS staff made reference to the 2006 health care premium increase.  They were able to cap this year’s increase at 3% and avoid a projected 12% increase by using the Medicare Part D rebate.  However, the 3% cap is for this year only.  Premiums should increase more next year.  STRS is studying how to deal with the adverse selection issue.  (Healthy persons avoid more expensive health insurance.)  STRS is looking at a number of alternatives including possible surcharges, length of enrollment period, increasing the spouse premium, and claim design change. 
 
STRS has attempted to educate active teachers and employers to the Health Insurance Fund’s need for an additional infusion of money.  They are suggesting an increase of contributions of an additional .5% per year over five years for an eventual amount from  teachers and schools each of 2.5%.  A majority of the 10,000 active teachers sampled indicated that they would oppose such an increase.  OSBA also opposed it; university administrations have not given an answer.
 
The STRS pension fund is 75% funded.  The unfunded liability period is 55 years.  The law mandates a maximum unfunded liability period of 30 years.  The STRS staff was asked if there are plans to eliminate the increased pension benefit formula for 35 years of service.  There are no plans at the present for such action.  It was noted that OPERS has pending problems, and the other systems are in dire situations.
 
Concern was expressed about a proposed constitutional amendment that has since been withdrawn.  The STRS Board was given a preliminary estimate of double digit increases in health insurance premiums at the March meeting.
 
Although there is an apparent reduction in the number of faculty electing the Alternative Retirement Plan, STRS has been notified of a possible bill to extend such a plan to K-12 employees.  It was also reported that the 3% COLA is vulnerable, and a compounded COLA does not seem feasible.
 
New Business consisted of forwarding the request for assistance with the Fall Student’s Move-in.
 
Old Business consisted of
1. Discussing the tie in of the STRS and OPERS representatives’ visit to the Health Fair with programs on retirement benefits.
2. Approval of using the Annual Dues Fund for a luncheon with prospective retirees.
3. Approval of the amended Bylaws as circulated to the membership.
 
The meeting was adjourned, and members proceeded to the Annual Picnic.  Congratulations to Gerry on the arrangements.

President James Kane presided.  The minutes were corrected and accepted.
 
Treasurer Nick Davis reported that the University Account contained $4472.13, and that the Dues Account contained $3744.80.
 
Communications Coordinator and Editor Marlene Bireley is collecting old Extensions to send to the University Library.  The October 1997 and the May 1998 issues are missing.  She will write an article about the names suggested for Wright State University.  No one disagreed with the final choice.  The Extension will be “put to bed” on May 17.
 
Abe Bassett reminded those attending a showing of “The Searchers” at the Bassett’s home that Charles Derry will discuss it.  WSURA members will tour the Frank Lloyd Wright designed Westcott House in Springfield on May 18.  The tour will be followed by luncheon at Collier’s, an Amish style restaurant.  Attending a WSU Theatre Group performance of “Grease” will be on next year’s agenda.
 
Barbara Eakins-Reed said that the accounting problem with the WSURA Scholarship fund has been resolved.
 
Sunshine Committee Chair Gerry Petrak said that cards had been sent to the families of Julia Adkins and William Garrison and to Alan McKelvey.  The card to the family of Don Bell had not been returned.
 
Bob Wagley is preparing a letter to the Provost to protest that computer software for WSU emeritus faculty is no longer available on the University contract.
 
Lew Shupe reported that Alex Nyerges’ May 17 talk at the FOL luncheon is titled “What’s Happening at the Dayton Art Institute.”
 
Judy Rose announced that the Election Ballot and the proposed Bylaws revision have been mailed.
 
OLD BUSINESS
 
Elizabeth Harden will purchase the plaque for the names of Past Presidents of WSURA.  A small committee will assist in the selection.
 
Nick Davis announced that new ID’s need to be obtained for next year.
 
NEW BUSINESS
 
Lew Shupe introduced Chris Wydman, University Archivest.   He informed us that
Head Librarian Stephen Foster has established a Department of  Digital Services.  A DOD grant will allow documentation of the WPAFB development of Cold War Technologies. This will also be helpful for the WSU 40th Anniversary and the WSURA exhibit preparations. 
 
There is new Video and Audio digital equipment available for oral histories.  Interviews may be conducted in the library with 5 PM being the preferred time.  In-house transcription will be investigated.  Previous interviews will not take advantage of the new streaming video and audio and will be text only.  Telephone interviews can be recorded through CATS or LCS. 
 
WSURA could consider sponsoring a luncheon during the Fortieth Anniversary event.

There was no report from the President, Vice President, or Secretary.  The minutes of the previous meeting were approved.  The Treasurer gave a brief report. 
 
Communications Coordinator and Extension Editor Marlene Bireley is waiting to include the WSURA election results in the next issue.  She may also include the OCHER report of the March 21 meeting in the next issue.
 
Lou Falkner and Nick Davis reported on the March 21 OCHER meeting at the STRS Offices.  There are a large number of serious problems facing the Retirement Systems.  The membership needs to be aware of them.  The next OCHER meeting will be May 16.
 
Lew Shupe, Historical Preservation Committee Chair, announced that Chris Widman, the new Archives Director, is scheduled to speak at the next meeting.  The Library has a grant to collect oral histories, primarily from WW II veterans.  They will hire Linda Peachnik to handle this. Additional volunteers are needed to examine the University photo archives in order to construct a photo exhibit for the October 1, 2007 40th Anniversary celebration.
 
Abe Bassett reported that there were twelve persons at the Lebanese Gourmet dinner that was held in their home.  There were twelve persons at Liz’s Poetry Reading, etc. Helen Listerman would like to become involved in a similar activity.  Bob Wagley suggested that the Gourmet Dining functions be opened to the University Community with special emphasis on those nearing retirement.  Some of the recipes could be added to the WSURA Web Page.  New retiree David Leach is interested in working with the Activities Committee.  The University Theatre may present Grease as one of their productions next year.  We would like to schedule meetings with the new men’s basketball coach Brad Brownell and Bridgett Williams, the women’s coach.  We will visit the Frank Lloyd Wright designed house museum in Springfield in May.  Check the WSURA web site for additional details.  There is now an easier way to find it.  The command Wright.edu/R is more convenient.
 
Barbara Eakins-Reed is working with Nan-C Mott with regards to the WSURA  scholarship.  Nan-C suggested that there be a quote from a past recipient in the solicitation letter.
 
Sunshine Chair Gerry Petrak will send a sympathy card to the family of Sherwin J. Klein.  Gerry asked if the Board thought that honoring retirees’ anniversaries at the University Picnic was worthwhile.  Opinion was unanimous that it be continued.  It was suggested that instructions on how to find the Retirees’ tent be included in the letter of invitation.  (Note.  The following announcement has since been distributed:  We are scheduled to meet on June 21 at 10:30 AM in the Millett Atrium near 139 Millett for the WSURA Annual Meeting prior to the picnic.)
 
 
Service Committee Co-Chair Bob Wagley announced that Gerry Petrak will assume the chairmanship of the committee next year. Bob will attend the International Friendship Bazaar on Saturday.  The new University computer contract excludes retirees from obtaining computer software under it.  It is no longer free or discounted.  However, retirees can still qualify for the benefits by enrolling in a course.  (Tuition is free.)  Nick remarked that the new ID cards will need another number added before June. A key change has been requested.
 
Lou Falkner said that the Friends of the Library May 16 speaker Bonnie Matthews will talk on the need for libraries in a democratic society.
 
Ken Davenport reported on the WSU Athletic Council.
 
Old Business
John Ray moved that the Revised By-Laws report be accepted as amended.  Ken Davenport seconded.  Passed.  Congratulations to John Ray and to Judy Rose for a thorough job.  The revision will be sent to all members prior to a vote for approval at the WSURA annual meeting on June 21.
 
The motion was made that WSURA re institute the policy of a free one year membership in WSURA for new retirees.  The motion was approved.  The Membership Committee will be encouraged to invite the new retirees to lunch.  
 
New Business
Alice Swinger remarked that Rich Johnson may not get the names of retirees in advance of their retirement.  Alice is willing to work with Rich to obtain the information.

Athletic Council Meeting—March 31, 2006

The council heard a report from Mike Cusack regarding men’s and women’s basketball.  The teams had a fairly good year, but they did not fare so well in the Horizon League Tournament.  He told the Council the search for a new men’s coach was progressing.  Note that later in the day, BRAD BROWNELL was appointed as our new coach.  He was the coach at UNC Wilmington for four years and took his team to the NCAA tournament two of the four years.

Baseball and softball seasons are underway.  The softball team is 0-20.  Mike said the new coach wants the team to play big time schools for the experience.  He may have learned his lesson with this season.

The Council heard a report from Gary Dickstein about the very successful club ice hockey team.  The team has been together for four years and recently won the ACHA (American Collegiate Hockey Assn.) Div.  III national championship.  That division has over 100 colleges.  With their success, Gary hopes the team can move to Div.  II.  This is an all volunteer group associated with the team.  They receive a small amount of funds from the University, but they raise most on their own.  The team record over the four years is 84-14-4.

The NCAA recently considered a change in allowance for student recruiting.  The proposal was to provide financial support for children of recruits when the student is on campus.  WSU opposed the proposal, but the NCAA adopted it.

Fall quarter grades for athletes was a 3.0 overall.

President James Kane presided.  Approval of the minutes February 1 meeting was moved by Judy Rose and seconded by John Ray.  Minutes approved.

 
The University fund contains $6647.83, and the dues fund contains $3744.80.
 
Editor Marlene Bireley continues efforts on the quarterly Extension.
 
Historical Preservation Committee Chair Lew Shupe is organizing past WSURA Minutes and other records.
 
Abe Bassett reported that there were 18 people at the basketball game and 14 people attended the Italian Gourmet Dinner at Bill and Sally Evans’ home.  March activities will include a lunch and meeting at the WSU Photo Archives depository, a meeting for volunteers at the Air Force Museum, a wine, food, and poetry meeting at Liz Harden’s, and a Lebanese Gourmet dinner at the Basset’s home.  There will be a showing at the Bassetts’ and an analysis by Chuck Derry of The Searchers on May 9.  May 16 is the tentative date for the visit to the Wright House in Springfield.
 
Sunshine Committee Chair Gerry Petrak sent cards to the families of James Gleason and Don Bell.  A card was also sent to the Campus Ministry staff in memory of Father Rohmiller. Gerry agreed to continue to coordinate the recognition of retirees’ anniversaries at the Annual Meeting and the Retirees’ Picnic.
 
OLD BUSINESS
Marlene moved, and Leone seconded Ken Davenport’s appointment to replace Abe Bassett as the Athletic Council Liaison.  Motion passed.  The Board informally agreed that the Service Committee should act as a Membership Committee.  A luncheon or dinner for new retirees was suggested.
 
NEW BUSINESS
John Ray and Judy Rose presented the proposed triennial revision of the WSURA Bylaws.  A few minor changes were suggested.  A revised report will be presented at the next meeting.

President James Kane, presiding, opened the meeting.  The minutes were approved with minor corrections.

Secretary Leone Low circulated the note of thanks for the WSURA letter complimenting the lovely landscaping and the new parking lots.

Nick Davis’s Treasurer Report was given by Webmaster Lauren Weeks.  The balance in the University fund is $6976.49 including $1 for the unused Apple Computer from ESPM.  The YTD cost of the telephone is $1026.  Other costs include the student helper, supplies, and postage and printing of The Extension, the latter being the largest expenditure.

Marlene Bireley, Extension Editor, expressed a need for articles for the forthcoming issue.  A number of suggestions were given.

Lou Falkner said the next OCHER meeting is March 24.  OPERS is in the process of replacing the former director who is retiring.

Marlene reported for Historical Preservation Chair Lew Shupe that there will be a brown bag lunch March 1 with a picture survey to follow.  Coffee and dessert will be served.  Lew and Gary are on the road to recovery from recent surgeries.

The activities committee report mentioned the February 2 basketball game, the February 14 Italian gourmet dinner hosted by Bill and Sally Evans, and the March 16 Wine, Cheese, and Chat hosted by Elizabeth Harden.  Abe and Sharon Bassett will host the previously postponed movie showing and commentary on the afternoon of May 6. James Kane suggested that the Spring Art Venture be the Frank Lloyd designed house in Springfield.

Sunshine Committee Chair Gerry Petrak sent a sympathy card to Judy Rose upon the death of her Mother, a sympathy card to the family of Bob Adams, and Get Well cards to Lew and Gary.

Bob Wagley recommended that the breakfast scheduled for February 1 by the Service Committee be postponed until the spring.

Lou Falkner announced that Dr. William B. Irvine will speak to the Friends of the Library on February 14 about his book “Desire—Why We Want What We Want.”
Judy Rose, Elections and Bylaws Chair said that she and John Ray are continuing to work on the Bylaws revision.  Current officers are being asked if they want to run again.

Ken Davenport announced that Athletic Council Liaison Abe Basset has resigned and that he will replace him.

Alice Swinger announced that the Air Force Museum has a shortage of volunteers.  As a result of the discussion there will be a short article in The Extension, the web site and in a message to those on the WSURA E-mail list.

At their monthly meeting on November 2, 2005, members of the WSU Retiree Organization noted how the campus landscape had changed remarkably throughout various stages over the past decades. They agreed that it was time for WSURA to note our recognition of these changes and to express our appreciation for the increasing beauty of both landscape and campus design.
The foliage, at or near its peak in color, was strikingly beautiful this autumn. It magnified the effect of the plantings' design and colors and provided an artistic ambiance that made being on campus a pleasure. The allee' of what was presumably spring flowering crabs was no less stunning during the fall than it will be in the spring.
Even the parking lots are now much more attractive in their redesigned layout and increased accessible space.
Congratulations to WSU on a professionally artistic landscape design, and its skillful execution from the original plan.

Treasurer Nick Davis reported that the WSURA dues account contains $569.72 and that the WSURA university account contains $3744.80.


Communications Coordinator and Publications Chair Marlene Bireley is working on the next Extension. At this time she has a poem from Oris Amos. She said that Historical Preservation Chair Lew Shupe is recovering from heart surgery. The Historical Preservation committee has a meeting in March to further catalog the University photo collection. Help from staff retirees is particularly needed.


Nick Davis reported for co-Chair Lou Falkner that most of the recent OCHER meeting was spent in discussing methods to increase contributions to the STRS health care fund. If there are no additional funds, the fund will run out of money in 2018. The OPERS fund does not have a foreseeable problem at this time.


Barbara Eakins-Reed said that future income from the $20,453.06 WSURA Scholarship Fund endowment plus the $666.03 in the spendable account will be enough to fund the $1000 WSURA scholarship next year.


Sunshine Committee Chair Gerry Petrak sent a card to Kim Kiser and a note of condolence to Mickey Sams concerning the death of former WSURA Board member Ken Knight.


Service Committee Chair Bob Wagley suggested checking with Angie or Bob Kritzer in Parking about activating ID cards for access to the gated parking lots. The International Advisory committee was favorable to our hosting a meeting with international scholars and visitors. The meeting will be at 8:30 AM Wednesday, February 1 in the International Office’s Conference Room. It is located near the Bookstore. The International Office is trying to set up hosts for incoming scholars. Contact Steve Lyon. (Doug Nord is being reassigned.)


Friends of the Library member Liz Harden announced that there will be FOL meetings in January. WSURA is making its annual contribution to the library’s Legacy Book Fund. Individual WSURA members may wish to take advantage of a broader opportunity to donate to the fund.


Elections and Bylaws Committee Chair Judy Rose plans a Bylaws Review Committee meeting after December 15.


Nick Davis said that Webmaster Lauren Weeks is correcting and expanding the E-mail list. The WSURA office will be closed from December 23 to January 2.

President James Kane and President-Elect Chuck Willis had no reports.  Secretary Leone Low asked for assistance with the minutes’ circulation list.  The WSURA Student Secretary Lauren Weeks can be contacted at WSURA@Wright.edu, delete Becky Sommer from the list and add JonMirka@yahoo.com will be the changes.

Treasurer Nick Davis reported that he is updating the current and former membership lists.  The University account has a balance of $8439.95 and the Dues account has a balance of $3744.80.  The major expenses are the telephone and the student secretary’s salary.  We are attempting to let her handle the WSURA list serve in her capacity as Webmaster.  Her Holiday and Summer work schedule is being decided.  There is no Past Presidents report.

Marlene Bireley described the upcoming Extension contents.

Lou Falkner and Nick Davis had no report on recent meetings.  However, the next meeting will be the 17th.  A topic of interest will be a Focus Group’s efforts to increase the Employer’s contributions to the pension funds Health Care Funds.

Joanne Risacher gave an extensive report on the success of the Activities Committee events.  Attendance at the following included DAI, 14; DAI lunch,10; 22 signed up for the movie which the discussant had to cancel, WSU theatre, 12; dinner, 14.  Six have signed up for the next activity so far.  Retirees will be informed of additional University lectures.  Paul Ainina invites us to the Raj Soin School of Business Trading Floor mockup of the New York Stock Exchange.  Paul O’Shea, Visiting Artist in Residence, may give us a talk on Music and Math.  There is a Basketball Luncheon on Monday.  The Schuster Center is presenting Holidays in the Heartland on November 13.

There was no report from the Scholarship Committee.

Sunshine Committee:  Gerry Petrak sent a belated note to Shirley Gaddis.  An E-mail from Delores Gagel reported that Hurricane Wilma damaged their house.  Their youngest son’s home in New Orleans was destroyed by Katrina.

Bob Wagley reported that the Service Committee’sanned presentation by Paula Armentrout had to be cancelled.  Alice Swinger suggested that we meet with WSU international visitors on one of our “minor holidays” and explain its significance.  Bob will set up a meeting and make the suggestion.

Lou Falkner  that Donna Schlagheck will speak to the Friends of the Library group.  Future speakers will include Professor William Irvine, Philosophy, and DAI director Alec Nygeres.

Judy Rose said that there was no report from Elections and Bylaws.  Abe Bassett had no report from the Athletic Council.  However, the Basketball game at which the retirees will be honored was mentioned.

OLD BUSINESS

The suggestion to modify the dues structure was reintroduced.  Marlene moved that it come to the floor and Gerry seconded.  After further discussion, Marlene made an amendment which Bob seconded.  It was noted that the Bylaws were inconsistent on the matter of dues.  Chuck Willis suggested a temporary Suspension of the Bylaws.  Ken moved and Bob seconded Suspension of the Bylaws with regard to the dues motion..  Motion to Suspend passed.  The amendment passed.  The amended motion, which now read

Marlene moved, seconded by several members, that the revised life member dues structure go into effect immediately.  Motion passed.

Leone suggested that a letter complementing the general improvement in looks of the campus be sent to the appropriate parties.  It was delegated to Leone to write and to send a letter to Vicky Davidson with a cc to the President.

Retiree member Ruth Schumacher requested use of the retiree office for the Fall Quarter from 8:30-9:30 AM and 11 AM to 12:30 PM MWF to tutor students, etc. with no computer or printer use.  Bob moved that the request be approved and Leone seconded.  Motion passed.

Marlene suggested that the December 7 Holiday Open House refreshments return to the old format.  It was agreed that everyone would bring food suitable for the open house.

President James Kane called for a motion to adjourn the meeting.  It was so moved, seconded, and passed unanimously

Minutes of the October 5 WSURA Meeting

Note: The meeting was moved to the first floor of Allyn Hall because a Fire Drill was anticipated.

Past President Bob Wagley distributed the new WSURA Handbook. It included the list of the existing and improved benefits for retirees. The "visitor" problem was discussed.
It was announced that WSURA Board members must go to the Parking Services Office to have their card processed so that it would allow access to gated lots. Note: They said that they had not been authorized to give us access to the gated lots.

Marlene Bireley requested that articles be submitted prior to November 1 for the next issue of the Extension.

Nick Davis reported that a representative of PERI met with OCHER. All legislation is being monitored carefully. An E-mail net is being established with Nick and Lou in charge of local E-mails. Only 30% of those who signed up for the Tod Gurnow talk were able to attend, possible because of a traffic accident that snarled traffic. Dual membership in the Medicare Part D program and the STRS drug program might be beneficial to some persons. Details of the programs are still being studied.

Marlene Bireley reported that Lou Shoup's Historical Preservation Committee will soon resume operations.

Joanne Risacher reported on successes of the Activities Committee. The first revitalized Gourmet Dinner was held at the Wagleys. Thirteen persons attended. The meal cost, including beverages, and averaged across all purchases was $12.20. Fourteen will attend the DAI exhibit Sunday at 11:30. The group will lunch at the Monet Cafe afterwards.
The movie presentation at the Bassett's is fully subscribed.

Barbara Eakins-Reed reported that she has been investigating the previous incorrect handling of the WSURA Scholarship Funds. The encumbered funds for the current scholarship have been returned. The current report from Accounting shows the Endowed Principal to be $18, 053 and the Spendable Account to have $1261.

Sunshine Committee Chair Gerry Petrak has sent a card to Joe Emanuel.

Bob Wagley , Service Committee, said that the Identity Theft talk would be in the Student Union. Note: The presentation was canceled. Doug Nord is willing to invite all visiting faculty and spouses to a coffee and doughnut meeting with retirees. Retirees will describe social and other activities that are available in the area. There are between 15-30 visiting faculty at any one time. A letter of thanks will be sent to the Provost's office because they published our new Handbook.

Liz Harden reported that the most recent meeting of the Friends of the Library concerned organizational details.

Elections and Bylaws: Judy will look over the Bylaws prior to the Triennial Review.

New Business:
Leone Low began the presentation of a suggested change in the dues structure (see above). The fire alarm rang. The meeting was adjourned.

Minutes of the September 7, 2005 Meeting

Present:  Chuck Willis, Nick Davis, Lou Falkner, Gerry Petrak, Joanne Risacher, Abe Bassett, Leone Low, Barbara Eakins-Reed, Liz Harden, Marlene Bireley

OFFICERS REPORTS

Chuck Willis (President Elect presiding) thanked Joanne for arranging the room.  He introduced the new student secretary Lauren Weeks.  Lauren will also be the Web Master.  He informed us of changes in parking.

Leone Low, Secretary, presented the minutes. They were approved as amended.

Nick Davis, Treasurer and Past President, reported on the updated membership list and the fund amounts.  The University has a new accounting system and the results were those available as of June 30.  The University Account contained $3515.22 with the new budgeted amount to be added.  The dues account contained $3744.80.  Nick has arranged for Todd Gurnow of STRS to speak at 3 PM September 27 and review the new Medicare Part D.  Most of this will apply to PERS members also.  A list of Board members was submitted to the University Parking Department.

COMMITTEE REPORTS

Marlene Bireley, Extension Editor reported that the Extension was completed and submitted to printing services to print and to mail two weeks ago.

Lou Falkner said that the Friends of the Library said that their schedule will appear in the Extension.

Joanne Risacher and Abe Bassett, Activities reported that the list of activities and the procedures for the Gourmet Dining were mailed to the members.  Mailing was by non-profit bulk postage.  Munsup put the activities list on the WSURA Web site.  Changes will be current.  Lectures of interest to retirees will be added.  There are two web sites.  The corrected list needs to be moved to the web site listed under administration.  We should try to get a link on the University’s weekly list of happenings.

Barbara Eakins Reed reported on the scholarship fund.  The accounting system is not giving reasonable figures.  There is no record of the yearly interest being added to our total.

Sunshine Committee Chair Gerry Petrak reported that Kim Kaiser was sent a “Get Well” card.

Nick Davis gave the report for Bob Wagley’s Service Committee.  Human Services is having the Benefits, etc. brochure printed.  The computer password has been changed and is no longer taped to the computer.

Abe Bassett requested a list of names to attend Athletic Council meetings when he is unavailable.  The names of past Council members Ken Davenport and Tom Keller were suggested.

OLD BUSINESS

The requirements for awarding the WSURA scholarship were presented.  Marlene moved, Lou seconded, that the scholarship requirements have reviewed and reaffirmed.
Passed unanimously.

The dues structure is under scrutiny.  The ways that WSURA can serve the University are also being reviewed.  A survey of potential members was discussed.  One of the topics to be discussed during the phone call could be the respondents interests.

NEW BUSINESS

Nick will coordinate the change over from Webmaster Munsup Seoh to new Webmaster Lauren Weeks.

Lois Cook has resigned as chair of the Election and Bylaws Committee.  Co-chair Judy Rose will continue.

The next meeting will be Wednesday, October 5 in Room 404A Allyn Hall.
