This spreadsheet provides a primarily quantitative analysis of the project through a total cost of ownership perspective. The analysis period should cover up to five years, minimally covering the initial contract period. The sheet will be developed during the second approval phase when vendor quotes become available through bid request processes. For fully approved projects, incremental versions of this document should be generated should changes occur during the implementation process.

This document outlines data types, access, warehousing, assessment/evaluation, and reporting that should be considered for the project. Project sponsors should work with data stewards as well as Institutional Research and Effectiveness during the second phase of approval to begin developing this plan. New information and insights should be added in consultation with those same resources as it becomes available during the project implementation process.

The Project Charter is a document that provides an overview of the project and provides written authorization to begin the project. It should be completed and signed by the executive sponsors and Director for University Planning and Project Management at the end of the second approval phase and prior to project kickoff. Significant changes that occur during project implementation should be recorded as updates to this document.
