FERPA  

The Family Educational Rights and Privacy Act of 1974 (FERPA), as amended, sets forth requirements designed to limit the disclosure of student educational records. The law governs access to records maintained by educational institutions and the release of information from those records.

Information identified as public information will be released without a student's consent. However, a student has the right to have public information withheld if they so desire. A student who wants public information withheld (including items to be published in a student directory) shall so indicate by completing a Directory Information Hold-Release Authorization (PDF) form, which can be obtained from Enrollment Services.
 



General Frequently Asked Questions

  • How can I access my student’s account?

    The Family Educational Rights and Privacy Act (FERPA), prevents third parties (parent, spouse, employer, etc.) from having access to a student’s record without their consent. Only the student can grant access to third parties to their student record though Student Proxy Access. View Wright State University’s FERPA Policy and/or through being an Authorized User.

  • What is a student record?

    A student record can include the student’s active registration, detailed schedule, final grades, holds, graduation application, and academic transcript. Student records can also include billing information and financial aid such as the student billing account, financial aid application (ISIR/SAR), disbursement records, professional judgment documentation, verification records, cost of attendance, financial aid counseling documentation, financial documents, and the student’s financial aid history.

  • What if I have financial aid, billing, or registration questions?

    There are three ways a student can give a third-party person access to their student record. These three ways are by

    • Authorizing a person to become a proxy on their account
    • Giving a third-party person permission to be an authorized user
    • Under rare circumstances, making a third-party person their power of attorney
  • How can I access my student’s grades and financial aid?

    Only a student’s proxy can have access to their grades and financial aid information. Depending on the authorizations the student gives to the proxy, the Proxy Access Portal allows proxies to view:

    • Active Registration
    • Student Detail Schedule
    • Final Grades
    • Holds
    • Graduation Application
    • Academic Transcript

    Note: The student may select one or more items in the list above to grant authorization for a Proxy to access. Only those items authorized by the student will be available in the Student Proxy Access Portal or with a passphrase. Proxies cannot view Billing or Financial Aid Records online via Student Proxy Access. Proxies can only verbally receive billing and financial aid information using the passphrase.

    Anyone with a valid email address can be granted Student Proxy Access including parents, guardians, spouses, and other third parties (employers, agencies, insurance, etc.) the student deems appropriate. The student has complete control over who has access, what information the proxy has access to, and the length of time for which the proxy has access.

    Attention Students: Students can authorize proxy access by logging into WINGS then selecting Proxy Management. Students can assign access for their proxy to view specific WINGS content within a Student Proxy Access portal or allow verbal access when contacting Enrollment Services

  • How can I pay my student’s bill?

    In compliance with the Family Educational Rights and Privacy Act of 1974 (FERPA), student financial records may not be shared with a third-party without the student’s written consent. Adding an authorized user is the student’s written consent that an individual may view their account information and/or make payments on their behalf. Please note that authorized users DO NOT have access to the student’s stored payment methods, academic records, or other personal information.

    If you would like to be authorized to view a student’s online account information (billing statements and 1098-T tax statement) and/or make payments on their behalf, the student must make you an authorized user in their Wings Express account. The student has complete control over who has access, what information the authorized user has access to, and can remove the authorized user(s) at any time.

    Students must give parents and authorized users access to view and pay their student account. Once students grant this access, authorized users will receive an email with a temporary password. To log-in using this information, visit the Access Your Account page. Select the appropriate link: View & Pay Bills or Wright1 Card Deposits.

  • Should I become Power of Attorney?

    Students granting a third-party person a power of attorney is a less common occurrence. Students can choose to give a third-party person power of attorney for any number of reasons, including:

    • The student will be studying abroad
    • The student doesn’t feel mature enough to make significant decisions on their own
    • The student is ill frequently and needs assistance with paying the bill during hospital stays.

    It is the student’s choice to make a third-party person their power of attorney. Students have the option of placing a time limit on the power, which is common for students studying abroad.

  • Why would a student need a power of attorney?

    Students often give a parent or guardian a power of attorney when they want to travel abroad. It allows the parent/guardian to access the student’s finances and pay bills for them while they’re out of the country.

    Students living with disabilities may also choose to give a third-party person a power of attorney if the student feels they will need assistance with paying the bill.

    Note: Any student who opts to give another person power of attorney needs to be certain it is a person who can be trusted, like a parent, adult sibling or spouse.

  • Can my student receive assistance giving a third-party person power of attorney?

    The Student Legal Services Office assists currently enrolled students who have paid the Student Legal Services fee with giving a third-party person power of attorney.

  • What can I do as a power of attorney?

    As a power of attorney, you can make payments to the student’s account on their behalf using the student’s finances. A power of attorney can also accept checks made out to the student, on the student’s behalf.

  • What if my student dies or has a catastrophic injury?

    Please contact the Student Advocacy and Wellness Crisis Line at 937-260-0167. The Student Advocacy and Wellness team will assist you during this difficult time.


 


Proxy Management

  • What is a proxy?

    A proxy is a third-party person authorized by the student to view their Active Registration, Student Detail Schedule, Final Grades, Holds, Graduation Application, and/or Academic Transcript available in the Student Proxy Access Portal. A proxy may also have the ability to receive verbal financial aid and/or billing information. Proxy access is dependent on the authorizations the student allows for the proxy.

  • What if I forget the passphrase for my proxy account?

    Wright State University cannot disclose the passphrase to the Proxy. The student must either notify the proxy of the passphrase or change the passphrase in their Wings Express account.

  • I’m a proxy, how can I view my student’s financial aid information?

    Proxies do not have access to view the student’s financial aid information in the Student Proxy Access Portal. If the proxy is authorized to receive financial aid information verbally, they can contact Raider Connect or Lake Campus Enrollment Services.

  • I’m a proxy, how can I view my student’s financial aid information?

    Proxies do not have access to view the student’s financial aid information in the Student Proxy Access Portal. If the proxy is authorized to receive financial aid information verbally, they can contact Raider Connect or Lake Campus Enrollment Services.

  • I’m a proxy, can I register or drop my student from their classes?

    Only the student can make changes to their class schedule. The student may authorize a proxy to view their active registration or student detail schedule but the proxy is not authorized to add or drop classes.

  • I’m a proxy, what offices can I speak to about my student’s account?

    Enrollment Services and Lake Campus Enrollment Services can speak to proxies about information authorized by the student.

  • I’m a proxy, how can I view my student’s billing information?

    Proxies do not have access to view the student’s billing information in the Student Proxy Access Portal. If the proxy is authorized to receive billing information verbally, they can contact Raider Connect or Lake Campus Enrollment Services. To have the authorization to view billing information, the student must make the person an authorized user in WINGS Express.

Authorized Users

  • What is an Authorized User?

    Adding an authorized user is the student’s written consent that an individual may view their account information and/or make payments on their behalf. Please note that authorized users DO NOT have access to the student’s stored payment methods, academic records, or other personal information.

  • I’m an authorized user, how can I view my student’s financial aid information?

    Authorized users only have access to view and pay the bill. If an authorized user would like financial aid information, the student must make the user a proxy on their account with authorizations to receive financial aid information verbally from either Raider Connect or Lake Campus Enrollment Services.

  • I’m an authorized user, how can I make a payment?

    Authorized users can make a payment through their account by logging in from the Authorized User Login Page. Then, select Make a Payment at the top of the page. Authorized Users can choose the term and the amount that they would like to pay.

  • I’m an authorized user, how can I enroll in a payment plan?

    Authorized users can enroll in a payment plan through their account by logging in from the Authorized User Login Page. Then, selecting Payment Plans at the top of the page. Authorized users can view the payment plan history or enroll in a new payment plan.

Power of Attorney

  • What is a Power of Attorney?

    A power of attorney allows a third-party person (parent, guardian, trusted friend, etc.) to speak and/or act on the student’s behalf. This would allow the power of attorney to make payments using the student’s finances on the student’s behalf as well as accept and endorse checks on the student’s behalf.

  • When would a student need me to be a power of attorney?
